Franklin, TN schools: FSSD, Williamson County Schools and how to check an address

Key takeaway

Franklin, TN public schools are run by two systems. The Franklin Special School District (FSSD) serves PreK-8 inside a boundary frozen in 1986, and its students then attend Williamson County Schools (WCS) high schools; WCS serves every grade everywhere else in the county. A Franklin address can fall in either, so run it through both districts' zone finders before you make an offer.

Who this guide is for

Franklin schools: the address picks the school system

Two public school systems serve Franklin, and the line between them runs through the city. The Franklin Special School District covers part of Franklin for PreK through 8th grade. Williamson County Schools covers the rest of Franklin and the rest of the county for every grade, and it runs the high schools that FSSD students move on to.

For a buyer the choice comes down to two things. Inside FSSD you pay about $1,546 a year more in property tax on the typical $913,277 home and shop a smaller set of addresses; in WCS you get one system from kindergarten to graduation with no extra tax line. Before you shortlist homes, run every address through both the FSSD district map and the WCS school zone finder. Neither the ZIP nor the subdivision name settles it, and some subdivisions are split.

Franklin Special School District (FSSD)

FSSD is a PreK-8 district with its own taxing power. Its school board dates to 1906, it became a special school district in 1949, and under that special act its board sets its own budget and can levy its own tax.

Schools and grades in FSSD

Eight schools serve about 3,200 students: Franklin Elementary, Johnson Elementary, Liberty Elementary, Moore Elementary, Poplar Grove Elementary, Freedom Intermediate, Freedom Middle and Poplar Grove Middle. Every FSSD student moves to Williamson County Schools for 9th grade.

FSSD per-pupil spending and the tax line

The district spent $21,090 per pupil in 2024-25, against a Tennessee average of $12,749, according to the state report card figures the district publishes. Part of that comes from FSSD's own property tax. On Zillow's typical Franklin home of $913,277, the 2026 combined rate inside both the City and FSSD ($2.2433) produces a bill about $1,546 a year higher than a city home outside FSSD ($1.566). The Williamson County property tax guide breaks down every rate.

State ratings for FSSD

The Tennessee Department of Education named FSSD an Exemplary district on 2025 TCAP results, one of 14 in the state. All five of its elementary schools were Reward Schools, and Liberty Elementary is a National Blue Ribbon school.

The 1986 FSSD boundary and its neighborhood list

The Tennessee General Assembly froze FSSD's boundary in 1986, and Franklin has grown well past it, so FSSD doesn't cover the whole city. The district publishes a list of the subdivisions it serves, and it marks the ones split between FSSD and WCS. Treat that list as the starting point and the address lookup as the answer.

Williamson County Schools (WCS) in Franklin

WCS serves all of Williamson County outside FSSD, including many homes with a Franklin address, and it runs the high schools for all of Franklin.

Williamson County Schools size and enrollment

WCS runs 52 schools in 2026-27: 29 elementary, 11 middle, 11 high schools and one K-8. Enrollment at the end of the first month was 40,648, including 606 in Pre-K, down from 42,288 in 2022-23 and the fourth straight yearly fall. Zones are redrawn when a school runs over capacity or a new one opens, so ask the district whether any rezoning is planned for the schools your shortlist feeds.

WCS graduation rate and Reward Schools

WCS graduated 97.4% of students in 2024-25 and had 35 Tennessee Reward Schools, up from 29 the year before.

WCS budget and teachers

WCS runs a $566,790,932 general purpose fund in 2026-27, but unlike FSSD it adds no separate rate to your bill: a WCS home pays only the county rate, plus the city rate inside city limits. The average teacher salary is $69,536.

Choosing a Franklin home around the two school systems

Group your shortlist by school system first, then by house. The two groups differ in cost and in how many homes you can choose from, and each has a catch.

Homes inside FSSD in Franklin

Inside the line you get a small PreK-8 system spending $21,090 per pupil, and part of that comes from your tax bill: about $1,546 a year on the typical home. The catch is choice. You're shopping a smaller set of addresses, and in split subdivisions only some streets qualify.

Franklin homes in Williamson County Schools

Everything outside the FSSD line, including homes outside city limits with a Franklin address, is in WCS for every grade. One system from kindergarten to graduation keeps the path simple, and there's no FSSD tax line. The catch is that WCS zones can be redrawn when schools open or fill, so a home's zone today isn't a promise for every year your child attends.

The parcel record as a Franklin schools check

The property tax bill carries the FSSD line when a parcel is inside the district, so the parcel record is a quick cross-check on what the zone finder tells you. Use both: the record confirms the system, and the zone finder names the schools.

What high school do Franklin Special School District students attend?

The district ends at 8th grade, so every one of its students attends a Williamson County Schools high school, most often Franklin High or Centennial High according to FSSD's FAQ. Which one depends on the home address, under WCS's own high school zones.

From FSSD 8th grade to a WCS high school

Look up the address in the WCS zone finder to see its high school, even if the home is inside FSSD. That gives you the full path for a younger child: an FSSD elementary and middle school, then a WCS high school.

How to find the school zone for a Franklin address

Run the address through the FSSD lookup, then the WCS finder, before an offer. If the subdivision is split or the home is in Spring Hill, check the exact parcel too.

The FSSD district map and address lookup

The district's FSSD map and zoning page has an address lookup and the district map. If the address is outside FSSD, the lookup sends you to WCS. The district office can confirm a borderline address by phone at 615-794-6624.

WCS school zone finder

The WCS Bus Routes and School Zones page returns the elementary, middle and high school zones for a street address. Use it for every Franklin address: for an FSSD home it still gives the high school.

Franklin subdivisions split between FSSD and WCS

FSSD's neighborhood list marks several Franklin subdivisions as split between the two systems, including Polk Place, Founders Pointe and Lockwood Glen, and McKay's Mill, where only the Hadden Hall section appears on FSSD's list. In a split subdivision, two homes on nearby streets can be in different systems, so check the exact address in both lookups.

Spring Hill and Maury County schools

Spring Hill sits in two counties. Homes on the Maury County side are served by Maury County Public Schools, not WCS. Check the county on the parcel record first; the Spring Hill relocation page explains the split.

Franklin County Schools is a different district

Franklin County Schools is based in Winchester and serves a different county, with no link to Franklin in Williamson County. Make sure every school page you read is from fssd.org or wcs.edu.

Are the public schools in Franklin, TN good?

Both post top marks on the state's own measures: the state named FSSD one of 14 Exemplary districts, and WCS has a 97.4% graduation rate and 35 Reward Schools. That makes the zone lookup more useful than a ranking site's score when you're choosing between two homes.

Tennessee school report card for Franklin schools

For school-level test results, attendance and spending, use the Tennessee Department of Education's report card, which covers every public school in both systems.

If you're choosing between an FSSD address and a WCS address, pull up the specific elementary schools the two lookups return, then the WCS high school each address feeds, because that's where both paths end. Put that next to the $1,546 a year the FSSD line adds to the typical bill, and you have the whole trade.

Enrolling in Franklin schools after a move

Both systems enroll by address, so you'll need proof of residency at the new home. Check each district's registration page for current dates and documents before you move.

Registering a student with FSSD

The district registers new students online through Skyward Family Access or in person at the school. Its page lists spring pre-registration as March 2-31, so check it for next year's dates, and if you're moving over the summer, register as soon as you have a lease or a closing date.

WCS registration and out-of-zone requests

WCS registers students at the school that serves their address. It takes out-of-zone applications for open-zoned schools from county residents only, and you provide the transportation, so ask for the current list before you count on one.

For private options and tuition, see the guide to private schools in Franklin. For the rest of the move, from your license to utilities, start with the Franklin relocation guide and price the home in the Franklin cost of living budgets. Bill can send you each shortlisted home's parcel record so you can run the lookups yourself.
