To get a Tennessee driver's license as a new resident, you have 30 days after moving to bring four documents to a full-service Driver Services Center: one proof of citizenship or lawful presence, one Social Security proof and two proofs of Tennessee residency. In Williamson County that center is on Carothers Parkway in Franklin, and the license costs $28. Upload your documents online about a week ahead so the visit doesn't fail on paper.
You've just moved to Franklin or Williamson County with another state's license and want to swap it in one visit, with the right documents and a Real ID.

Tennessee driver's license for new residents: the checklist
Paper decides this errand. Tennessee gives you 30 days after you establish residency to trade your old license for a Tennessee one, and the visit only works if your documents pass. So upload them in e-Services first, wait for the pre-approval (allow up to 5 business days), then book the Franklin Driver Service Center at 3830 Carothers Parkway. If you're coming from California or Illinois, order your motor vehicle record before you leave. The catch is that nothing else in the county will do: the Nolensville and Fairview kiosks can't handle a transfer.
| Step | What you do | Where |
|---|---|---|
| 1 | Gather 1 citizenship or lawful-presence document, 1 Social Security proof and 2 residency proofs | Home |
| 2 | Order a motor vehicle record (CA, CT, IL, NV, WV only) | Your old state's DMV |
| 3 | Apply online and upload documents; allow up to 5 business days | Tennessee e-Services |
| 4 | Book a slot and arrive 15 minutes early with the originals | Franklin Driver Service Center |
| 5 | Pass the vision screening, surrender your old license, pay $28 | Franklin Driver Service Center |
Do this before the car. Your new license is your ID at the county clerk when you title and register your car in Williamson County, and the visit also offers voter registration. The full order of errands for your first months is in our step-by-step plan for moving to Tennessee.
What documents you need for a Tennessee driver's license
The Department of Safety asks new residents for four documents in three groups. They must be originals or certified copies. Photocopies are turned away.
Proof of U.S. citizenship or lawful presence for your license
One document: a U.S. birth certificate, an unexpired U.S. passport, a Certificate of Citizenship or Naturalization, or a Consular Report of Birth Abroad, among others on the state's list. If your name has changed since that document was issued, bring the link between the names: a marriage certificate, divorce decree or court order.
Proof of Social Security number for Tennessee
One document, original or certified, showing your Social Security number. Check yours against the Department of Safety's list before you upload it.
Two proofs of Tennessee residency
Two documents showing your name and your Tennessee address, from different sources and issued in the past 4 months. A lease also needs a landlord letter.
What counts as two proofs of Tennessee residency?
Any two documents from the table below count, as long as they pass three rules.
Residency proof dated within four months
Each proof must have been issued in the past 4 months. IRS documents must be for the current tax year, and a W-2 must be from the last 12 months. An old bank statement mailed to your previous address doesn't help, so switch your statements to the Tennessee address in your first week.
Residency proofs from two different sources
Two bills from the same company count once. Water and gas from one utility is one source. A Tennessee registration and a Tennessee title are one source too. Pair documents from unrelated issuers: a utility bill and a bank statement, or a mortgage document and a pay stub.
A Franklin lease as residency proof
If you rent first, your lease counts only with a signed letter from the landlord dated within the last 30 days, on letterhead or notarized. The lease itself must show your name, the address, the terms, the dates and both signatures. Ask your property manager for the letter when you sign, then again if your visit slips past 30 days.
| Accepted residency proof | Watch for |
|---|---|
| Mortgage contract or receipt, including the deed of sale | Buyers can use their closing papers |
| Current utility bill (electric, water, gas, cable, landline) | One per utility company |
| Bank statement | Tennessee address, last 4 months |
| Employer letter on letterhead, pay stub or work badge with address | Ask HR for the letter |
| W-2 | Issued in the last 12 months |
| Unexpired auto, life or health insurance policy | The policy, not the wallet card |
| Spouse's or parent's Tennessee license | Same address |
| Tennessee registration or title, voter card, property tax receipt within 12 months | Registration and title count as one source |
How to transfer an out-of-state driver's license to Tennessee
You bring your documents, pass the vision screening, surrender your old license and pay $28. Tennessee residents may not hold more than one valid license or ID, so you can't keep the old card as a backup.
Motor vehicle record from California, Illinois and three other states
Movers from California, Connecticut, Illinois, Nevada and West Virginia must bring a motor vehicle record (MVR) from their former state. Order it from the old state's DMV before the moving truck leaves, while you can still receive mail there. Everyone else can surrender the license or show an MVR.
Driver's license tests for a transfer
Every new resident takes a vision screening. You'll take the knowledge and road tests only if your out-of-state license expired more than six months ago, or if it was issued by another country. A current license from another state skips both.
Tennessee driver's license fees
A Class D license costs $28.00 ($26.00 license plus $2.00 application) and lasts 8 years from the date it's issued, not your birthday. Add a motorcycle endorsement and it's $55.00. An ID-only card for adults is $12.00. A duplicate costs $8.00 the first time and $12.00 the second.
Tennessee Real ID on your new driver's license
Federal Real ID enforcement began on May 7, 2025. Since then you need a Real ID or a passport to board a domestic flight or enter certain federal buildings and military bases. Real ID is optional in Tennessee, and the documents a new resident brings already meet its rules, so ask for it at the same visit.
The price is the same as a standard license. Someone who already holds a Tennessee license and wants the star outside their renewal window pays the duplicate fee instead. Without a Tennessee license, Real ID is issued only at a full-service center, which in this county means Carothers Parkway.
Driver's license offices in Franklin and Williamson County
Williamson County has one full-service Driver Services Center, and it's the only place in the county that can handle a new-resident transfer.
Franklin Driver Service Center on Carothers Parkway
3830 Carothers Parkway, Franklin, TN 37067. Open Monday to Friday, 8:30 to 5:00; phone (615) 790-5515. It handles Real ID, new applications and every test. Appointments are offered at select centers: arrive 15 minutes early, because late arrivals can be moved to the walk-in line.
Williamson County license kiosks in Nolensville and Fairview
Self-service kiosks sit at the Williamson County Rec Complex (7250 Nolensville Road, Nolensville) and Fairview City Hall (7100 City Center Way). They handle renewals, address changes and duplicates. They can't transfer an out-of-state license, so use them only once you hold a Tennessee one.
Changing the address on a Tennessee driver's license
Rent in Franklin first and buy later, and the address on your license has to change when you move. The Nolensville and Fairview kiosks handle address changes, so you can skip Carothers Parkway.
What to do after you get your Tennessee driver's license
The Department of Safety visit offers voter registration, so you can tick that box at the counter. Your registration then lives in Williamson County; if you later move to a home in another Tennessee county, it doesn't follow you and you'll register again.
Take the new license to the county clerk on West Main Street for your plates. If you're still choosing where to live, the county's towns and their typical values are on our Williamson County towns overview. Bill can walk you through which errands to run before closing and which after.
